Contract manager and substitute project manager

This project covers the development of functionally appropriate housing in one building for the provincial administration of the Province of Gelderland. The building should form one logical and coherent whole and will be called 'Huis der Provincie' (provincial house). The Huis der Provincie must meet the needs of the province in terms of quality, flexibility, smart working and sustainability. One precondition is the retention and reuse of the historic 'Het Huis der Provincie' and the 'Sabelspoort' buildings. This project is a public-private partnership (PPP) under a DBMO contract. It involves one consortium carrying out the design, construction, maintenance and operation of facility services.
Our role On commission by the Province of Gelderland, To Interface is tasked with taking on the role of contract manager and substitute project manager. The contract management is designed in accordance with System Oriented Contract Management (SCM), integral project management and charging for actual work and materials used. One important point in this collaboration is the growth process of both organisations in: 1. different tasks, responsibilities and authorities; 2. verification management; 3. validation management; 4. risk-based management.
In cooperation with the client, we manage the project according to the practical application of ISO 15288 guidelines and System Engineering methods. The intention is for maximum collaboration and minimum process disruptions. This requires continuously finding the balance between contractual obligations and the informal ‘soft’ side of collaboration.
