Over the last few years, the Municipality of Haarlemmermeer has worked on its vision of how the municipal organisation should be in the future and, by extension, its housing needs. The trigger for this process was the need to renovate and modernise its existing town hall both functionally and technically. As part of its vision, the Municipality of Haarlemmermeer wants to move from the current town hall to a modern and sustainable town hall comprising a management section, public section and an administrative building. To this end, it set up a project called ‘Huis van HLMRMeer’ (HLMRMeer house). Huis van HLMRMeer encompasses about 11,000 m2 of office space for the municipal premises and the retention of about 600 of the currently available parking places. To a large extent, the Municipality is leaving the rest of the development to the market. One option may be for the Municipality to rent part of the municipal premises instead of having full ownership. The decision-making process on this issue is currently underway.
Our role In cooperation with Best Value Group, To Interface is designing the strategy realisation for the Huis van HLMRMeer. During the strategy realisation, account will be taken of the town planners’ vision for the wider area that is currently being developed. The vision includes the development of commercial functions as well as appropriate parking facilities. The strategy realisation will also provide answers on how the Huis van HLMRMeer can best achieve the parking needs and the commercial developments. Issues for consideration include whether to go for an integrated development of the area; contracting work packages; ownership versus rent; the types of contracts and rental scenarios; operations and maintenance; the best type of tender; and planning and phasing.
