PROJECT NAME
Anders Betalen voor Mobiliteit (‘paying differently for mobility’)
CLIENT
Ministry of Transport, Public Works and Water Management (now part of the Ministry of Infrastructure and the Environment), Directorate-General for Mobility and Transport, Anders Betalen voor Mobiliteit Committee
FUNCTION
Project leader and advisor
PERIOD
2006 – 2010 (planning study)
The Anders betalen voor Mobiliteit project comprises three parts.
1. | | A prize for the fast-track handling of bottlenecks (fast-tracking prize).
| 2. | | A toll to co-finance infrastructure and stimulate PPP.
| 3. | | At a certain point a price per kilometre in which its introduction will be concurrent with the proportionate abolishing of the car and motorised vehicle tax and the motor vehicle tax which will ensure that the total road traffic per car kilometer will not be higher than at present.
|
Our roleTo Interface has taken on the role of either project leader or advisor during the different phases of the project. Our activities included the following.
 | | Drafting toll road cases for the A4 Delft-Schiedam, the A13/A16 and the so-called ‘Bundelvariant’ (A4DS, A13/A16, Trekvliettracé and the N470-Zuid). These toll road cases formed the basis of the evaluation on the possibility of completing these projects ahead of schedule.
| | | The policy development vis-à-vis the question of how pricing can be included in the study planning for the A27 and the A13/A16. Apart from this, on behalf of the Directorate-General for Mobility and Transport, we took part in project organisations of Rijkswaterstaat regional services on the issue of pricing.
| | | The preparation of the implementation of ‘the first step’ of the kilometre pricing (main road network) whose activities were directed at the implementation strategy (including the organisational model, interlocking legislation and tenders and planning) and the environmental management (regional roll-out of first step kilometre price). ‘The first step’ was abolished in November 2007 as a result of a Cabinet Decision.
| | | The development of subsidy regulations for mobility projects and the official representation of the Ministry of Transport, Public Works and Water Management in the implementation of mobility projects by a number of provinces and metropolitan areas as well as vis-à-vis the Taskforce Mobiliteitsmanagement (TFMM – task force on mobility management). We also contributed to the Monitoring & Evaluation of the mobility projects.
